Local Government Financial Statistics 2001/02

Scottish Local Government Financial Statistics for 2001-2002 were published today.

The main findings are:

Local Authority Gross Revenue Expenditure in 2001-02 was £13.9 billion, which represents an increase of 9.1% on 2000-2001.

Spending by service type, Education accounted for 21% of local authority revenue expenditure (£3 billion) and 17% (£2.4 billion) was spent on Housing.

Spending by category, Operating expenses accounted for 45% of spending (£6.3 billion), with spending on employee costs taking up 34% of revenue expenditure (£4.7 billion). Loan charges accounted for 8% of revenue expenditure (£1.1 billion).

Local Authority Gross Revenue Income in 2001-02 was £13.6 billion, an increase of 4.2% on 2000-2001.

This was sourced from Government Grants of £6.3 billion, Fees and Charges (mainly council house rents) of £1.8 billion, Non-domestic rates of £1.6 billion and Council Tax of £1.4 billion

Local Authority Gross Capital Expenditure (excluding capital funded from current revenue) in 2001-02 was £0.9 billion. Local Authority Capital Income was £0.3 billion.

Scottish Local Authority debt on all services at31st March 2002was £10 billion or £1,970 per head of population. This compares with £9.9 billion (or £1,936 per head) at31st March 2001.

The figures given include expenditure on general fund services, housing and trading services. General fund services are those services financed principally from non-domestic rates, council tax and revenue support grant and include education, social work, roads and transport, law, order and protective services and environmental services. Expenditure on trading services includes harbours and piers, road bridges and other trading services. Expenditure from special funds, common good funds and superannuation funds are not included.

Income figures also exclude income from special funds, common good fundsand superannuation funds.

This publication covers the transactions of local authorities and joint

boards as defined in the Local Government (Scotland) Act 1973. It contains a summary of local authority revenue and capital expenditure and income broken down into specific sections covering general fund services, housing, trading services and other funds.

As well as these expenditure and income tables there are also sections onoutstanding capital debt, and local taxes (non-domestic rates and council tax).
