Measurement of deprivation

A new report on measuring deprivation
in Scotland was published today.
The report, commissioned by the Executive from the
Scottish Centre for Research on Social Justice in Glasgow
and Aberdeen, addresses three main objectives.
To provide a clear
definition and conceptual basis for measuring
deprivation. This includes considering how the term
deprivation relates to others used to refer to
social needs, such as poverty, social exclusion and
social justice.
To set out a long-term
strategy for measuring area deprivation, building
on the Scottish Index of Multiple Deprivation 2003,
which the Scottish Executive published in February
2003.
To explore approaches to
measuring deprivation for individuals.
The Executive has welcomed this final
report and considers that it provides a sound basis for
developing a long term strategy for measuring deprivation,
accepting all the recommendations in principle.
The Executive notes that in
implementing them it will be necessary to take account of
practical considerations such as ensuring the
confidentiality of individuals, data quality and costs.
