Appointments to SHEFC

Three new members have been appopinted to the Scottish
Higher Education Funding Council (SHEFC), it was announced
today. One member was also reappointed for a second term.
Lifelong Learning Minister Jim Wallace said:
"I'm very pleased to welcome these new members. Their
calibre and expertise is high, and I'm sure they will make a
valuable contribution to the work of SHEFC.
"Higher education in Scotland is much valued and has an
excellent worldwide reputation - it helps individuals fulfil
their potential and also plays a vital role in the Executive's
key aim of growing the economy.
"The work of SHEFC is crucial in enabling and supporting
higher education to meet current challenges and to continue to
perform strongly, and I'm pleased we have such able members of
the Council."
SHEFC was established as a non-departmental public body
(NDPB) in 1992 under the Further and Higher Education
(Scotland) Act 1992. It has a total expenditure of
approximately £740 million for 2003-04, which it allocates to
Scotland's higher education institutions in line with
Ministerial guidance.
The Council operates within a framework agreed with the
Scottish Ministers. It seeks to make effective use of and
communicate knowledge and skills that will enrich society,
allow individuals to realise their potential and make a major
contribution to the country's prosperity.
The new appointments, are:
Professor Peter Holmes is Vice-Principal
(Research) at the University of Glasgow, a post he has held for
the past 5 years, where he has had a key role in the
development and implementation of the University Research
Strategy. He led the University team which formulated the
extremely successful submission for the 2001 Research
Assessment Exercise. During his time as Vice-Principal there
has been a major increase in income from external Research
Grants and Contracts. As an internationally recognised research
scientist he has over 200 scientific publications to his name
in the field of veterinary physiology and parasitology.
Professor Holmes holds no other ministerial appointments and
has declared no political activity over the past 5 years.
Professor William Wardle is Principal and
Chief Executive of James Watt College of Further and Higher
Education, which is Scotland's largest college of further and
higher education. He is involved on a daily basis with many of
the key challenges currently facing the further and higher
education sectors, including social inclusion, curriculum
design and delivery, student retention, partnership working and
financial health. In both his previous and current posts he has
been heavily involved in collaboration projects between further
education colleges and higher education institutions to promote
better articulation routes between the two sectors. Professor
Wardle holds no other Ministerial appointments and has declared
no political activity over the past 5 years.
Professor Stephen Logan is Provost at the
University of Aberdeen, a position of key leadership with
management responsibilities within the University. During his
time as a senior manager at the University he has been
personally involved in the licensing and formation of spin-out
companies. In 1998 he was appointed Vice-Principal and Dean of
the Faculty of Medicine and Medical Sciences, the first
non-medically qualified scientist to hold this post. During his
time in this post there was significant growth in the Faculty's
research and scholarship. As Chairman of Grampian University
Hospital NHS Trust he has played a major role in the
reorganisation of NHS in Grampian, fostering closer ties
between the Trust and the Universities in Aberdeen. This is a
Ministerial appointment which is remunerated at £15,000 per
annum. Professor Logan holds one other Ministerial appointment
as a board member of NHS Grampian, which is remunerated at
£7,000 per annum. Professor Logan declared no political
activity over the past 5 years.
The reappointment is:
Rowena Arshad OBE is Director of the Centre
for Education for Racial Equality in Scotland and a lecturer at
the University of Edinburgh. She has worked in the field of
equality, in particular racial equality since 1983 in England
and Scotland, and was awarded the OBE in 2001 for services to
racial equality. Her current research is in documenting the
experiences of ethnic minority pupils in Scottish schools and
developing staff training materials in the area of anti-racist
education for Scottish teachers and senior managers. She is
currently Chair of the Equality Advisory Group, an independent
advisory group to the Crown Office and Procurator Fiscal
Service and also on the Board of Her Majesty's Inspectorate of
Education. She holds one other Ministerial appointment as the
Commissioner for the Equal Opportunities Commission in Scotland
which is remunerated at £134 per day up to 30 days per annum.
Ms Arshad declared no political activity over the past 5
years.
All 3 new appointees take up appointments which run from 1
August 2003 to 31 July 2007. Rowena Arshad's reappointment is
effective from 1 July 2003 to 30 June 2007. All appointments
are part time and currently attract a remuneration of £5,031
per annum for a time commitment of approximately 2 days per
month.
These Ministerial Public Appointments were made in
accordance with the Code of Practice issued by the Office for
the Commissioner for Public Appointments. An Independent
Assessor was involved in the selection process.
