Farm subsidy arrangements 2003

Farmers are being issued with forms and explanatory
booklets to enable them to apply for agriculture and
livestock subsidies, the Executive announced today.
Integrated Administration and Control System (IACS)
forms for 2003 are being issued to farmers within the next
week.
Farmers are also being encouraged to submit applications
online which they can do from mid-March. Improvements to
the SEERAD Online system mean the whole process should be
easier and more streamlined.
Farmers wishing to claim for subsidy schemes or declare
forage must complete forms, which should be returned to
their local Area Office by May 15, 2003.
The Area Aid Application (AAA) is the vehicle for
applying for the Arable Aid Payment Scheme, the Grain
Legumes Scheme, the Extensification Payments Scheme and the
2004 Less Favoured Areas Support Scheme, and declaring
forage to support other livestock scheme applications.
IACS applies to the following schemes in 2003:
- Arable Area Payments
- Beef Suckler Premium
- Suckler Cow Premium
- Less-Favoured Areas Support Scheme 2004
- Sheep Annual Premium
- Extensification Payment Scheme
- Grain Legumes Scheme
- Hops Income Aid
Farmers intending to apply under IACS 2003 who do not
receive their forms and other documentation by 14 March
should contact their local SEERAD Area Office.
An IACS form does not need to be submitted:
- If farmers are applying only for Sheep Annual
Premium and do not qualify for the LFA supplement.
- If farmers are exempt from the stocking density
rules of Beef Special Premium and/or Suckler Cow
Premium, Arable Area Payments or the Less Favoured Area
Support Scheme.
- If farmers are only claiming under the Slaughter
Premium Scheme and area exempt from stocking density
rules.
