Multi-million pound boost for children's services

The distribution of a multi-million pound boost to help ensure children's services are available in every area of Scotland was copfnirmed today.

Confirming local authority allocations from four related early years funds, Education Minister Cathy Jamieson said that the money from the Scottish Budget 2003-2006 should lead to the creation and development of imaginative, cohesive services which give every child the best start in life.

She said:

"The Scottish Executive has consistently made clear our determination to close the opportunity gap that denies too many Scots the chance to realise their full potential.

"Opportunities denied early in life can lead to a life of disadvantage. That is why we must act as early as we can to ensure children get the services they need.

"The resources going to out to all local authorities over the next three years will make a huge difference to closing that gap.

"The money available from the Changing Children's Services Fund will be doubled by 2005-06 to allow a fundamental transformation of the help and support we offer our children who are most vulnerable or in need.

"Similarly the services to reach those vulnerable and deprived children in their crucial first few years of life will be significantly enhanced through the substantial increase in Sure Start Scotland funding by 2005-06."

In addition, Ms Jamieson said that investment in continuing professional development for childcare workers would rise from £3.6 million in the current financial year to £6 million in both 2004/05 and 2005/06.

She said:

"We must not underestimate the difference that those who work with young children and their families can make to our most vulnerable families. It is because I recognise that importance that I am delighted to confirm an increase in the budget for their continuous professional development.

"By investing in the skills of those who work with children, we are investing in our greatest resource - our young people."

The following resources are available from the Scottish Budget 2003-2006:

  • £23.1 million in 2003/04; £35 million in 2004/05 and £50 million in 2005/06 under the Sure Start Scotland programme to ensure targeted support for families with very young children, particularly focused on the vulnerable and deprived, through the provision of a range of integrated services
  • £19.3 million in 2003/04; £29.8 million in 2004/05; and £40.7 million in 2005/06 to support the ongoing implementation of the Childcare Strategy in the drive to achieve an expansion of affordable, accessible quality care for children aged 0-14
  • £25 million in 2003/04 for the Children's Services Development Fund to support service development in community based placement; to implement the Government's response to the Kent Report; to support vulnerable families; and to develop services in connection with youth crime. From 2004/05, this funding will become part of the GAE settlement.
  • £49.5 million in 2003/04 (£5 million above the previously notified allocation); £60.5 million in 2004/05; and £65.5 million in 2005/06 for the Changing Children's Services Fund for local authorities, the NHS, the voluntary sector and others to support the change needed to deliver more integrated children's services and improve outcomes for vulnerable and deprived children.
