Consultation on rating change for industries

A
consultation was launched today on the intention to
return prescribed industries to conventional rating
valuation at the 2005 non-domestic rates revaluation.
Currently Scottish Ministers set prescribed industries
rateable values, or provide a formula for calculating their
rateable value, and the prescribed industries have no right
of appeal. Views are being sought on a proposal to end this
prescription and give the industries concerned a right of
appeal.
The prescribed industries are:
- Electricity generation
- Electricity distribution
- Electricity transmission
- Gas
- Scottish Water
- Large docks and harbours
- Railways
- Train Operating Companies
Making the announcement, Minister for Finance and Public
Services Andy Kerr said:
"I am keen to hear views on the proposal that prescribed
industries which currently have their rateable values set
by Ministers should be returned to conventional valuation -
that is valued by Independent Assessors and to give them
the same right of appeal as other sectors.
"I believe there is a strong case for ending the current
arrangements but it is important that all issues are
considered fully.
"We will give careful consideration to all responses
received before any final decision is taken."
The consultation period will last for 12 weeks and the
closing date for responses will be 12
th March 2003.
