New Chair of Grampian NHS Trust

Professor Stephen Logan is to be appointed as Chair of
Grampian University Hospitals NHS
Trust. He will take up the position on 1 November 2002
and his appointment will be for two years.
Making the announcement, Health Minister Malcolm
Chisholm said:
"I am delighted to announce this important new
appointment. Professor Logan will bring his extensive
academic and Health Service experience to the role, which
will benefit the people of NHS Grampian.

have proven leadership and vision. Steve Logan's
appointment as Chair of Grampian University Hospitals NHS
Trust brings with it a reputation of proven leadership,
vision and a unique insight into the health service as a
learning organisation. These attributes will contribute
very significantly to the continuing development of health
services and health improvement here in the communities
that make up Grampian. "
The establishment of 15 new NHS Boards was announced in
Our National Health: A plan for action, a plan for change
in December 2000. NHS Boards have been designed to simplify
and rationalise existing NHS decision-making structures and
create greater accountability and transparency.
Grampian NHS Board is responsible for the strategic
planning of health services and the development of measures
to improve the health of the community in the Grampian
region. To meet those needs it has an annual budget of over
453.5 million pounds.
Professor Logan, aged 51, is Provost for Medicine and
Medical Sciences at the University of Aberdeen and is
currently the university medical school member on the
Grampian NHS Board. On take up of the Trust Chair position,
Professor Logan will not hold any other Ministerial
appointments.
Professor Logan first became involved with Grampian
health issues as a member of the Grampian University
Hospitals NHS Trust in 1999.
Professor Logan has not been involved in any political
activity within the last five years.
It is expected that as Trust Chair he will contribute
around 3 days per week for which the annual remuneration is
15,000 pounds. In his capacity as Trust Chair, Professor
Logan will be appointed as a member to the Grampian NHS
Board, which is remunerated at 7000 pounds per annum.
This Ministerial public appointment was made in
accordance with guidance issued by the Office of the
Commissioner of Public Appointments (OCPA). A statement of
validation from the Independent Assessor appointed by OCPA
has been obtained. This confirms full compliance with the
OCPA Code of Practice at each stage of the appointments
process.

Boards have been designed to simplify and rationalise
existing NHS decision-making structures and create greater
accountability and transparency. NHS Boards provide
strategic leadership and direction in each local health
system, leaving each NHS Trust free to concentrate on
delivering its operational responsibilities for health
care. Trust boards have been replaced by a Trust management
team, more closely focused around delivery of service to
patients, and which includes the Chair and two trustees in
addition to five executive directors.
