New Sheriffs appointed

Her Majesty The Queen, on the recommendation of the
First Minister, has appointed Colin William Pettigrew,
Solicitor, and David Nicol Mackie, Advocate, to be
all-Scotland floating Sheriffs.
Mr Pettigrew will succeed Sheriff Iona Macdonald who
will take up post as resident Sheriff at Kilmarnock and
Paisley. Mr Mackie will succeed Sheriff Gordon Liddle who
will transfer to a resident post in Kirkcaldy when Sheriff
Gail Patrick retires at the end of the year.
The First Minister made his recommendation to Her
Majesty after considering the report of a selection board,
which met in April to consider applicants for the shrieval
Bench. Mr Pettigrew and Mr Mackie's appointments are the
latest of a number that have been made following the
board's recommendations.
Colin Pettigrew (46) is a partner in T J & W A
Dykes, Solicitors, Hamilton. He sat as a temporary Sheriff
in 1999 and was appointed part-time Sheriff in June
2001.
David Mackie (48) was called to the Bar in 1991 and is
Standing Junior Counsel to the Ministry of Defence. He was
appointed part-time Sheriff in June 2001.
The Selection Board was the first of a small number of
ad hoc Boards that met to consider applications
for judicial appointment. This function will pass to the
independent Judicial Appointments Board for which the
Executive is currently recruiting lay members. The
Selection Board comprised Sheriff Principal C G B Nicholson
QC, Sheriff Principal E F Bowen QC, Mrs Barbara Duffner,
Head of Personnel, Royal Mail and Mr J D Gallagher, Head of
Scottish Executive Justice Department. Advertisements for a
number of shrieval posts were placed in the national press
and, following interviews, the Board made its
recommendations to Ministers. These recommendations
included a short reserve list to fill any vacancies arising
in the period before the Judicial Appointments Board begins
its work.
