Modifications proposed for Orkney's future
21/09/2001
Modifications to the Orkney Structure Plan - a vision
for the islands' future over the next 10 years - were
proposed today.
The plan, submitted by Orkney Islands Council, will
provide a long term strategic blueprint for development in
the area over the next 10 years. The document considers
Orkney's future land use needs based on the principle of
sustainable development.
Deputy Transport and Planning Minister Lewis Macdonald
said:
"The Orkney Structure Plan provides a sound base for
Orkney's future development, set out in a clear and concise
manner.
"The plan makes it clear that sustainable development is
the way forward to ensure Orkney can look to the future
with confidence and I am heartened that the local authority
is so positive in its support of this.
"The proposed modifications I have issued today aim to
further strengthen and improve the plan."
The proposed modifications, which are subject to a
six-week consultation period, were made in the light of
representations received.
A number of refinements have been made to promote a
clearer and more consistent approach to the siting and
design of development and modifications have also been
proposed to align the plan with current national planning
policy guidance and practice.
At the conclusion of the consultation period - which
ends on Friday 2 November - Scottish Ministers will approve
the final modifications, after taking account of any
further objections.
BACKGROUND
The Structure Plan is the key component of the
development plan system laid down in the Town and Country
Planning (Scotland) Act 1997. A Structure Plan sets out a
planning authority's strategic land use policies and
proposals and has to be submitted to the Scottish Ministers
for approval. Proposed modifications have to be
advertised.
When approved, the plan will replace the current
Structure Plan for the area which was approved in 1994.
Arrangements are being made to advertise the fact that
draft modifications have been published and where copies
can be inspected. Copies of the draft modifications have
been sent to the Council and will be sent to objectors.
