New chairman for qualifications committee

Andrew Cubie was today appointed as the new Chairman of
the Scottish Credit and Qualifications Framework, Joint
Advisory Committee.
The framework is aimed at making the range and level of
qualifications available in Scotland more understandable to
students and employers. By doing this it should encourage
greater involvement in education and lifelong learning at
all levels. The joint advisory committee oversees its
development.
Mr Cubie succeeds the previous chairman, David Miller,
who resigned in November 2000.
Welcoming his appointment, the Minister for Enterprise
and Lifelong Learning Wendy Alexander said:
"Andrew Cubie has a wealth of experience in business and
having led the committee on student support is well placed
to lead this important committee and continue to develop
the framework."
BACKGROUND
1. The Scottish Credit and Qualifications Framework
(SCQF) is a joint initiative of Universities Scotland
(formerly COSHEP), the Quality Assurance Agency for Higher
Education (QAA), the Scottish Qualifications Authority
(SQA) and the Scottish Executive. It will build on the
existing SCOTCAT (Scottish Credit Accumulation and
Transfer) system for higher education. The Joint Advisory
Committee is overseeing the development of the framework
and ensuring all interests are taken into account.
3. The proposed framework will comprise 12 levels
covering all Scottish qualifications from Higher Still
Access level to postgraduate qualifications
provided in schools, further education and higher
education; and work-based Scottish Vocational
Qualifications (SVQs). Credits will be allocated to
individual qualifications according to their "size" as
measured by the amount of learning involved (1 credit point
for each 10 hours of learner effort).

ANDREW CUBIE, CBE, FRSE, LLD (Glasgow), D Univ
(Edinburgh), DBA (QMUC) LLB (Hons), WS
A graduate in law from Edinburgh University, Mr Cubie
has been a solicitor in private practice since 1969. He is
partner in the law firm, Fyfe Ireland WS, and is
non-executive Director of a number of public and private
companies including Murray VCT3 plc, Norfrost Holdings
Limited and Kinlock Anderson Limited.
He is chairman in Scotland of the Lifeboat Service
(RNLI), Scotland's Health at Work (SHAW), British Executive
Service Oversees (BESO) and Common Purpose. He is former
Chairman of the CBI in Scotland, of the Governing Council
of George Watson's College and the Independent Committee of
Inquiry into Student Finance, which bears his name.
