New Secretary And Head Of Scottish Executive Justice Department

The Prime Minister, with the agreement of the First Minister, has approved the appointment of Mr J D (Jim) Gallagher, as Head of the Scottish Executive Justice Department.

Mr Gallagher, 45, will take up his new appointment in September 2000 following the retirement of the present postholder Mr J (Hamish) Hamill CB.

BACKGROUND

1. Jim Gallagher has an honours degree in Natural Philosophy and Chemistry from Glasgow University and an MSC in Social and Public Policy from Edinburgh University. He joined the Scottish Office in 1976.

2. During his early career Jim Gallagher worked on a range of subjects including criminal justice, local government finance and urban renewal. He has been Private Secretary to two Secretaries of State for Scotland - Malcolm Rifkind and Ian Lang.

3. Between 1991 and 1996 Jim Gallagher was Director of Human Resources in the Scottish Prison Service. He then moved to the Scottish Office Development Department and, in 1998 was promoted to Head of Group dealing with Local Government and Europe. Since June 1999 he has been on loan to Cabinet Office and No 10.

4. The salary in this appointment is within Senior Civil Service pay band 8 which has a minimum of £82,341 and a maximum of £120,249.

5. Hamish Hamill retires at the end of August. He joined the Scottish Office in 1965, and has served successively as Head of the Scottish Home and Health Department, the Scottish Office Home Department and the Scottish Executive Justice Department over the past 8 years.
