Application to construct new power station at Gartcosh refused

Scottish Secretary Donald Dewar has today announced his decision to refuse consent for PowerGen's application to construct a new natural gas-fired power station at Gartcosh, North Lanarkshire.
The Secretary of State's decision was taken after considering the report of the public inquiry into the application and subsequent representations made to him, and is founded on the Reporter's recommendation that consent be refused.
BACKGROUND
1. PowerGen applied to the Secretary of State in March 1996 for his consent under section 36 of the Electricity Act 1989 to construct and operate a new natural gas-fired power station at Gartcosh, North Lanarkshire.
2. Following receipt of a number of objections to the application, including one from the relevant planning authority, North Lanarkshire Council, the application was referred to public inquiry. The inquiry was held in Cumbernauld last year.
3. The final report of the inquiry was recently submitted to the Secretary of State. The Reporter recommended that the Secretary of State should refuse the application. The Secretary of State has decided to accept this recommendation.
