McLeish heralds new era of modern government
29/01/1999
A devolved Scotland will mean better government and a boost for business, Devolution Minister Henry McLeish said today.
Heralding a series of speeches on modernising the public sector, he said that Devolution will bring about a revolution in the way government operates in Scotland.
Mr McLeish told a Chamber of Commerce event in Perth:
"The Government is driving a modernisation agenda for the whole of the UK. The aim is to deliver a modern system of government that improves public services and adds value to the quality of life.
"Devolution provides the opportunity to make this happen in Scotland. We will have the chance to create better legislation and bring about genuine joined-up government that responds to people's needs.
"Business will have much to gain from a Parliament that will be closer to its issues and more responsive in meeting its needs. Discussions with business groups across Scotland have been very positive and a close relationship will be essential to meeting the challenges ahead.
"In Scotland we have the entrepreneurial drive to find and win more markets for our quality products. Europe is one of these markets, although the business sector appreciates the wider importance of our European partners.
"Devolution will enhance our standing in Europe, with the Parliament having important new responsibilities in scrutinising and implementing EU directives affecting Scotland. Our increasing international profile will also give business greater scope to promote Scottish products abroad.
"Partnership will be crucial to delivering success. The Scottish Parliament will need to link with business, listen to business and learn from business. By working together, the two sectors will help deliver the economic success of a devolved Scotland."
