Current Status

As at end March 2011, the percentage of all Agenda for Change staff who had an agreed KSF personal development (PDP) review completed and recorded on e-KSF was 85 per cent.

HEAT Target

NHS Boards should ensure that all staff on Agenda for Change permanent contracts take part in an annual review against a KSF post outline. Information on levels of competence and identified training needs must be made available through Boards recording summary information from at least 80 per cent of development reviews on eKSF by end of March 2011.

E: Knowledge Skills Framework (KSF) PDP reviews

Why is this HEAT target important?

This target supports implementation of the NHS Knowledge and Skills Framework (KSF). The NHS KSF is the third strand of the modernised NHS pay system Agenda for Change (AfC) which promotes delivery of best value across the NHS workforce. Implementation of the KSF will facilitate the effective learning and development of individuals and teams with all members of staff being supported to learn throughout their careers and develop their knowledge in a variety of ways. Embedding the KSF within NHSScotland will ensure that all staff are competent to deliver the required standards of care to ensure quality health services. Learning and development will be appropriately targeted to equip staff with the right knowledge and skills to meet the changing health needs of the population.

How are we performing?

Target to be delivered by March 2011

This target supports implementation of the NHS KSF which provides a fair and objective framework on which to base review and development for all Agenda for Change staff. As at end March 2011, the percentage of all Agenda for Change staff who had an agreed KSF personal development (PDP) review completed and recorded on e-KSF was 85 per cent.

NHS Board level performance is shown in the table below. All NHS Boards have a local target of 80 per cent of all Agenda for Change staff to have an agreed KSF personal development review completed and recorded on e-KSF by March 2011.
