Foreword by the Rt Hon Lord Cullen of Whitekirk KT

Since the work of this Review began on 9 June 2008 we have received representations from a number of individuals and interest groups and sought comments from others. I am grateful to them for their contributions.

The purpose of publishing this consultation paper is in order to inform interested parties of the principal issues to be considered by the Review and to take their views on such issues. This paper does not set out a closed agenda. I welcome suggestions as to other questions and options that have not been mentioned in this paper.

From representations that have been received so far, it is apparent that there is a desire for reform in some areas of the fatal accident inquiry system. However, I have not reached any conclusion on the questions that have been posed.

I invite responses to this consultation paper by 20 February 2009. After that, I may conduct more specific consultations on individual topics before proceeding to my conclusions.
