Review Process

Lord Carloway led the independent review with the support of a small team seconded from the Scottish Government and the Crown Office and Procurator Fiscal Service. The review team operated independently of their parent organisations, answering only to Lord Carloway, for the duration of the Review. The team also had a member of ACPOS who acted as a consultant and advised on police practice and provided access to vital information being gathered by the police service.

The Review process consisted of a range of evidence gathering, research, analysis and consultation. Lord Carloway also considered a wide range of legislation and case law. A Reference Group acted as a sounding board throughout the review to aid Lord Carloway with ideas and proposals.

Lord Carloway has now completed his Review and has presented a Report and Recommendations to the Cabinet Secretary for Justice for consideration by Scottish Ministers.
