The role of the Reference Group was to provide expert advice, knowledge and understanding to Lord Carloway and the review team as proposals were being developed on the range of issues that needed to be addressed. Lord Carloway alone was responsible for the conduct and conclusions of the Review, but looked to the Group to be a sounding board and source of ideas.
There were 4 meetings of the full Reference Group, but Lord Carloway did call on its members' expertise and experience on a smaller group or individual basis throughout the Review.
