Request for information under the Freedom of Information (Scotland) Act for copies of internal evaluations for Healthy Living, Teach In Scotland, Safer Scotland Anti Violence Campaign, See Me Scotland, Choose Another Way, Healthy Respect and Fresh Talent over the last 5 years.

The Healthy Living campaign was launched in January 2003. The campaign was included in NHS Health Scotland's Continuous Tracking Survey for evaluation. However, no evaluation report was created in that year and the evaluation of the Healthy Living campaign for 2003 - 2004 is included in the 2004 - 2005 report.
The Executive endeavours to provide information whenever possible. However, release of the Healthy Living evaluation report for 2005-6 is exempt under section 30(b)(i) and (ii) of the Act.
This relates to disclosure of information which would inhibit substantially the free and frank provision of advice and the free and frank exchange of views for the purposes of deliberation.
Officials require to seek advice, opinions, discuss issues and exchange free and frank views with colleagues and other organisations. There needs to be a secure environment within which such exchanges can take place.
In reaching our decision about releasing this information we have applied the 'public interest test', where we carefully weigh up the balance between whether it would be in the public's best interest to either release or withhold the information. In our view, it is in the public interest to withhold the report until advice has been formulated.
The Teach in Scotland campaign was launched in January 2005. Evaluation of this campaign is carried out via statistical tracking of responses and General Teaching Council of Scotland registrations. A copy of the internal evaluation report for 2005- 2006 is attached.
The request for evaluations relating to Fresh Talent is exempt under section 27 (1) of the Act which relates to Information intended for future publication, specifically within the next 12 weeks. The following information is due to be published in September 2006: Evaluation of the Relocation Advisory Service: Phase 1, Experience of People Who Relocate to Scotland and Progress Report on the Fresh Talent Initiative. Again, in reaching our decision about releasing the information we have applied the 'public interest test'.
In our view, it is in the public interest to withhold these reports until the intended date of publication, given that they are still in the process of being finalised.
Under section 25 of the Act, we are not required to provide information in response to a request if it is already reasonably accessible to you. The information requested relating to Choose Another Way and Safer Scotland Anti Violence Campaign can be accessed via the attached links:
