The Scottish Executive as the devolved government for Scotland has overall responsibility for the provision of lifelong learning. The Executive's plans and priorities are set out in a Partnership Agreement which was drawn up following the 2003 election. One of the commitments in the lifelong learning strategy was to create a national lifelong learning forum which would bring together key stakeholders from across the country. The Forum, which is led by the Deputy Minister for Enterprise and Lifelong Learning, works to build on the knowledge and experience of its membership to review progress of the lifelong learning strategy, advise on current and emerging issues in lifelong learning, and facilitate partnership working. A number of the key organisations who assist the Executive in the provision of lifelong learning and who are working to deliver the lifelong learning strategy are as follows (please note this is not an exhaustive list):

Scottish Enterprise is Scotland's main economic development agency, funded by the Scottish Executive. Its mission is to help the people and businesses of Scotland succeed. Its key priorities are to provide a range of high-quality services including helping people to gain the knowledge and skills they will need for tomorrow's jobs. http://www.scottish-enterprise.com/

Highlands and Islands Enterprise 's activities include: provision of business support services, delivery of training and learning programmes, assistance for community and cultural projects and measures for environmental renewal. These activities are primarily delivered by its ten Local Enterprise Companies (LECs). http://www.hie.co.uk/

The Scottish Further Education Funding Council (SFEFC) was established in 1999 as a non-departmental public body responsible to the Scottish Executive. The Council provides financial support for teaching, and associated activities for Scottish further education colleges. http://www.sfefc.ac.uk/

The Scottish Higher Education Funding Council (SHEFC) was established in June 1992 as a non-departmental public body responsible to the Scottish Executive. The Council provides financial support for teaching, research and associated activities in Scottish higher education institutions. http://www.shefc.ac.uk/

The Student Awards Agency for Scotland (SAAS) is part of the Scottish Executive and is responsible to Scottish Ministers. Our purpose is to deal with financial support and give advice to eligible Scottish students in higher education throughout the United Kingdom, together with certain related roles in connection with student loans, hardship funds and educational endowments. http://www.saas.gov.uk/

The Scottish Qualifications Authority (SQA) is the national body in Scotland responsible for the development, accreditation, assessment, and certification of qualifications other than degrees. http://www.sqa.org.uk/

l earndirect Scotland was established by the Executive in 2000 as Scotland's one-stop-shop for encouraging people to get into learning and to make learning available when, where and how it best suits their needs. Learning Connections is part of the Regeneration Division of Communities Scotland. It is made up of two linked teams: Adult Literacies and Community Learning. Communities Scotland is a Scottish Executive agency.
