Caroline Lyon
Caroline has been a lawyer in Government since 1992. During her time she has been in various litigation and advisory roles which have equipped her with a broad range of skills and knowledge from across Government. She has been involved in a number of high profile litigation cases including judicial reviews and she has worked on instructing Bills and in drafting subordinate legislation. Latterly she headed the Business Division of SGLD which included managing outsourced legal work. Her portfolio of posts includes a spell in the former Transport Division from 2001-2006. Caroline heads what is now the Transport, Culture and Procurement Division of SGLD. This Division provides advice to Culture, Tourism and Sport Divisions, to the Transport Directorate and to Transport Scotland as well as to the Procurement Directorate and the State Aid Unit.
