Elspeth MacDonald
Elspeth joined the government legal service from local government. She has at different times specialised in environmental law and Community law, but has also worked in planning, local government, education, pensions and litigation. Elspeth was seconded to the Scottish Parliament for two years before she became divisional solicitor in October 2007. She presently heads up the division advising on development and local authorities
