Gillian Russell Divisional Solicitor Health and Community Care Division

Gillian Russell heads up a close knit team of lawyers providing advice across health and community care literally advising on issues that effect the people of Scotland from cradle to grave. Advice often involves having to consider novel issues in the administrative, constitutional and European law areas.

She works very closely with Ministers, colleagues across Government and with wider interests in local government and the third sector.

Gillian qualified in 1992 and has spent her entire career in Government.

She has had an extremely varied and very enjoyable career path. She has a breadth and depth of experience in working in public law and within the new constitutional settlement from the early days of devolution. Notable areas of work over the last 10 years include adults with incapacity, the introduction of proportional representation in local government elections and anti social behaviour legislation.

Gillian also has valuable experience out with the legal sphere when she headed up the Scottish Government FOI Unit taking responsibility for the FOI agenda and helping to deliver more open Government.
