John Connaghan

The Directorate of Health Delivery is headed by John Connaghan, and aims to ensure that NHSScotland delivers better health services for the people of Scotland. The Directorate supports NHS Boards to deliver key Ministerial targets and covers six main areas:

  • NHSScotland Leadership
  • NHSScotland Local Delivery Planning and HEAT
  • NHSScotland Improvement Support
  • NHSScotland Performance Management
  • NHSScotland Performance Support
  • NHSScotland Waiting Times

The Directorate also sponsors the NHS National Waiting Times Centre Board including the Golden Jubilee National Hospital.

Our Goal

To ensure that the NHS in Scotland delivers on Ministers' targets and priorities; ensuring that the NHS is a high quality public service that is continually improving, and that is efficient and responsive to local people's needs.

Objectives
  • Delivery of Key Ministerial Targets 2009/10: Ensure NHS Boards deliver on key targets including HEAT.
  • Local Delivery Plans 2009/10 : Ensure Local Delivery Plans are aligned with key national targets. Ensure that the process is adequately coordinated in the 2009/10 financial year such that all associated deadlines in terms of submission and sign-off are achieved.
  • Annual Reviews: Complete Annual Reviews for all NHS Boards in 2009/10 within timescale and to Minister's satisfaction. Lead process for Mid-Year Stocktakes and agree improvements with NHS Boards as required.
  • Performance Management: To support Ministers in dealing with NHSScotland operational and related issues. To engage throughout 2009/10 with all NHS Boards (14 territorial/one special) to ensure that: key national deadlines are met; performance management concerns are addressed; and the level of crisis intervention for Scottish Government Health Directorates is minimised.
  • Improvement & Support : Support NHSScotland and NHS Board performance through targeted programmes of service improvement.
  • Efficiency & Productivity: Work with colleagues in NHS Boards and Scottish Government to achieve greater efficiencies.
  • Winter Planning : Ensure that NHSScotland is prepared for winter.
  • Equalities & Diversity : Develop the Directorate's staff competence and capability; recognising diversity; and ensuring its functions and policies take account of health inequalities and equalities.
  • Public Engagement : To ensure implementation and delivery of the Health Boards (Membership and Elections) (Scotland) Act 2009 in order that public and community engagement with NHS Boards is improved and NHSScotland is more responsive to local people's needs.
  • Cross Government & Cross Directorate Working: Promote improved delivery of key Government objectives by contribution to Scotland Performs Board; Public Bodies Strategy Board; and the My Job Project.
