Remit
To keep under review the Scottish Government's policy for managing the consequences of major terrorist or other disruptive incidents in Scotland, and to report to Cabinet as appropriate.
Role
CSC-SGoR is a standing committee which meets 3-4 times each year to review the Scottish Government's arrangements for dealing with civil contingencies. If the situation requires, the Committee may also be convened by Scottish Ministers in response to an unplanned or potential event to:
Set the Scottish Government's strategic response priorities;
Ensure that the necessary resources of government are being brought to bear to support responders in dealing with the incident; and
Where there are national consequences, to identify:
- the national priorities for handling the incident; and
- the desired national outcomes.

PANDEMIC FLU
The Cabinet Sub-Committee was convened in April 2009 to deal with the outbreak of Influenza A(H1N1).
Membership - Pandemic Flu
When convened in relation to the flu pandemic, the Cabinet Sub-Committee has the following expanded membership:

A smaller group of Ministers on the Cabinet-Sub Committee (ie those marked '*') meets more regularly than the full Sub-Committee. This group includes the portfolios most directly affected by the flu pandemic, including the health portfolio and the portfolio with responsibility for schools and children.
Role
The Cabinet Sub-Committee's role in relation to the handling of the outbreak includes:
Ensuring that Scottish Government directorates and other organisations work together to meet the overall objectives set by the Scottish Government.
Ensuring that the necessary resources of government are brought to bear to support responders in dealing with the pandemic, including prioritising the allocation of limited resources.
Setting the strategy for communicating with the public and the media.
Ensuring that there is effective liaison with Ministerial colleagues at UK level, principally through the UK Government's Civil Contingencies Committee, to ensure that there is a co-ordinated response across the UK
